Minor race protectorates

Often in Galciv my friendly tech-trading minor races were always having war declared on them by the bullies of the galaxy, ie every major race in the game. I often tried to bribe the people who attacked them but this usually became costly in the long run. What I really wanted was something similar to putting up a sign on the minor race's planet that said "Hey! This guy's with me, leave him alone!"
Basically it would be like a one way alliance, with the protected race not having to declare war on races at war with the protector. This would hopefully have the effect of people leaving the minor alone out of fear of your might (Assuming you have might). Is there something like this in Galciv2? If not, could it be put in with an expansion pack maybe? Someone has to stick up for these poor little guys
