Spending

The "Spending" figure on the planetary improvement screen has often piqued my curiosity but I've never paid much attention to it.

- What act of "spending" does it represent? I'm sure it's not related to maintenance because that is listed as a separate figure.
- Does a planet always spend money, or will be absence of production (social and military) activities reduce spending to zero?
- Is that what the figure represents?
- I have never seen the spending figure at zero and I do occasionally have planets that are not building something.
- If the figure is never at zero despite a lack of production activity is the value impacting the budget?

On another note, if the spending figure represents a planet's individual spending on production shouldn't we be able to adjust the value at the planetary level, rather than effecting empire wide spending by adjusting those values in the domestic economy screen?

I think... I think the player can adjust the distribution of planetary spending by clicking on certains parts of the miliary, social, and research sections of the improvement screen. But not the total spending figure.

Or maybe I should just read the manual...

Yes. You have maintenance for your improvements. And each colony you have founded has at least 25Bc in maintenance

I believe you're referring to the slider that allows you to put money towards "marketing" your regime to the population... ie, boosting morale, fighting alien influence, etc...

Lol. No. I'm explicitly refering to the SPENDING figure. Not morale boosting or maintenance. But thanks for your replies, I read the manual and have discovered all I need to know about spending.

It says something like "if a planet is not engaged in military or social production, the spending figure should be zero." It's never zero. This has been raised somewhere else I think. In any case a planet is never spending zero bc, even when it meets the above conditions. Bug.

Many planets also seem to "automagically" set the public opinion slider even when morale is high...
