Question about colonization

Can anyone tell me if Galciv 2 is still set up so that every other civilization knows the livable planets but you don't? I've always sort of disliked this game mechanic because it pretty much made it so that the other civilizations had a huge advantage if you selected a large galaxy or few habitable planets. I've always thought that having a bunch of planets spread far away from eachother all over the galaxy would make for an interesting strategic scenario, but whenever I tried this in Galciv the aliens would simply dominate completely no matter what I did.

No they don't know the livable planets according to the designer.

Judging by the fact that I've SEEN the AI drop a colony ship on a low-PQ planet when there was a high-PQ planet not far away, I'd believe that to be correct, Ashbery.
