No Habitat Improvements?

I've researched most the the Habitat Improvement technologies and build a Universal Terraformer, but, I cannot build any of them, or and the Terraformer also does not seem to have an effect? Is this not implemented yet?

Look on your planets for Yellow, Orange, and Red Squares.  These are upgradable tiles that you can use these technologies on.

We're currently working on making more upgradable tiles, but you should still be seeing some in the current beta.

You'll only find them on PQ11 and higher planets. The teraforming tech line doesn't help any planet PQ 10 or less at this time, though it sounds like the tech line is getting its effect seriously altered very soon.

Also, the Orbital Teraformer lets you teraform for free, it does not act like the GC1 Teraformer where it improved all the planets in your empire automatically. It's also a little buggy in my opinion, in that when you complete it, it doesn't dequeue any soil enhancement/habitat improvement/teraforming improvements that you've already got under construction, so unless you go to the planets and dequeue them manually, you still wind up doing the work.
