How do starbases work?

For example i build a military starbase, and starbase fortification but i still cant place any weapons on it , how do i do this or is the system not complete yet?

Basically where are the modules for the starbases so that i can make them matter...

To upgrade a starbase send another constructor to it. When it arrives you get an option to upgrade with a module.

The more constructors you use on it the bigger and better it gets.

are you supposed to move starbases with fleets?

I was building them next to planets hopign they would have a "net" effect, i put some weapons on one, but one enemy fighter destroyed it before even going into the combat veiwer, what gives?

Starbases don't have any defenses by default.

There is a tech to let you build them though I think.

You know shouldn't there be a tech to enable you to bulid constructors? Starbases? (it would make a good excuse to force this to be researched unti you can use defense techs and stuff..) but make starbases like a early tech maybe a shoot-off from logistics?
