Preorder Failed?

hi I preordered this game last thursday (the CD version) and it took out the money and emailed me a recipt and today I just recived another email saying the order failed even tho it took the money out allready of my bank

ok, I just got this email back from stardock saying that the bank held it but refused the authorization to give it stardock so I'll have to wait and see if the money gets put back into my bank in a few days atm it in under overall balance but it not in the Available Balance of money I can access
will I be able to have access to beta 4 if it succeeds later (maybe 1 or 2 days for the bal to get put back in so I can use it) or will I have to wait for a later version to be released?

We're going to be keeping beta 4 open to new users for a couple weeks so it shouldn't b ea problem.
