Rally points are in the summer expansion. This is currently available to drengin subscribers and once all bugs are fixed will be released to Galciv purchasers.

There are some previous threads describing how to use these. Use the search function to find them. To summarise,

(a) create rally points from the main window by clicking on the new symbol to the upper right. Click on the location on the screen you want it to be at.

(b) right click on rally points to change them

(c) from the planet production screen you can set the autolaunch destination to any rally point.
