Frog's legs!

Any one of the higher-ups care to explain just why it is that sometimes, no matter how perfectly matched we are, some alien races absolutely WILL NOT ally with me- meaning they won't go above "friendly" relations with my race. I am talking saintly/saintly, with tons and tons of trade between us, both in the form of the diplomacy window and in the form of freighters, we've known each other and had good relations since forever... wtf?
I have given away to them techs that they themselves would not give to me in exchange for everything I own- planets, ships, starbases, techs, trade goods, money, influence points, even my friggin underwear. And that was signed by the hand of God.
Really, I would greatly appreciate some elaboration on the inner mechanics of diplomacy, since as it stands there appears to be a small but rapidly growing quasi-religion based around the subject, not unlike the one related to Mechassault (Mute your microphone, unplug it, spin around in your chair three times and sing a prayer while sacrificing a goat to Bhaal and no one will drop from the game! REALLY! It always works!) or any incarnation of Mortal Kombat (up up down down left right left right punch kick start makes Mileena take off her clothes! No really, I swear! Try it yourself!), or even the various Street Fighter games... anyone remember "Guile's handcuffs"? Oooh, ooh, and then theres the purported 'nude code' for DOAXVB.
*Ahem*, anyways, as the misinformation mounts, and fact is misstated as conjecture -and vice versa- I fear that eventually this board will erupt into a sort of Fundamentalist-like revolution, and their first order of business would be to get some frog skin for their drums (frog skin makes good drum material, its true) so they can start drum beating and doing whatever it is that Fundies do during their free time.
Oh and on a side note, this may or may not be related to the Starwars mod that I installed, but I don't think it would be, given what the mod alters:
For some reason, even when I clearly do not have the max number of possible trade routes established, the game will not let me establish any more- no message, no nothing, the freighters just won't make the routes. I assume that this is some feature of which I am completely ignorant, and if that is the case, please enlighten me ;D.
