3D engines and strategy games

I'm abstaining from this poll. I think that a well-oiled 3D engine can be used to enhance a strategy game but I'm dubious about the utility of trying to use one of the bleeding edge protocols (this has always been a problem for DirectX--it's a moving target).
Still, I think game concept, general implementation and user interface are probably much more important. I used
to play the old BASIC Star Trek game by the hour and the
Galactic Empires BBS game (for which I wrote a set of fire control scripts for my modem program). Neither of
them had ANY graphics, but still carried the day...
