Galactic Map, metaverse?

How exactly does the Galactic Map work? Do Empires actually fight over sectors, or does it just assign them territory based on score?

actually not just score.. I believe its a score and nomper of players math comilation that I can't work out..

this is how empires with less total score actually have a greater slice of the metaverse.. I've asked about this before myself and still can't seem to work it out
