PDF Manual

Is there going to be a published update for either 1.19 or AP? I just "updated" the PDF Manual through Stardock, but nothing changed on my puter. I'm looking for more than a fixed such and such bug list. Anyone know of a single document with information on how logistics work, what are the new costs for logistics, which techs make which new ships available, and other details I can't keep in my head. ;) Is it a surf all over the forum/web process at this point?

There is currently no PDF attached to the manual update download, Kit. Credit to darkspire on working this one out :)
