This is a new game, and I have one governor other than my civ leader, and I verified after this that they didn't get the loyalty adjustment. Also, why would giving a security detail to the people potentially targeted for assassination increase crime everywhere?

Play for two or three turns and you'll get a random governor event. Trying this again, I got the "your governor is bad at handling crime" event, but I reloaded and then I got the best thing ever. That same event as above, except it was my faction leader who was killing people. And NOW HE'S GOING TO KILL ME (IRL?)
