This is IMO what Falling Frontier is shooting for, big scale RTS/4X combo, but with smaller scale battles and ships not so easily replaceable. Pretty much as if Sins was just capship game.
Personally, i prefer how Sins is doing it, or better said, if FF doing it that way, i am fine with Sins sticking to its bigger scope, SupCom like approach. It kinda makes more sense as well, no point in big multi-planet maps, if you dont have enough ships to cover them.
I see moving turrets as a gimmick anyway. Sure, i wanted it too, but mostly cause it adds to the immersion, for the visual experience, not for its gameplay repercussions.
