A random event with a single individual

There is a random event that happens where a single person is discovered and you get to choose what to do. One of the options says to make the observation post into a class 5 world but when you do it you get a class 2 world. It happened twice in the beginning of 2 games at less than 10 turns and destroyed both games because a class 2 planet is too little to be self sufficient and there is no option to destroy colonies.

Can you remember what the name of the event is called?

The internal name of the event is Event_MysteriousOutpost.  It's located in PlayerEventDefs.xml in the Gameplay/Events directory.  The problem is in the first choice.  It doesn't give a class 2 world.  The world it gives can range from 1 to much higher.  One time I received a class 12 world.  It usually gives a class 2 or class 3 world.

I see. After it happened 4 times in a row I inferred it was a typo. There seems to be problems with how planetary improvements and tile bonuses work as well. The behave very different than GalCiv III. In each case I have an uncontrolled growth on my home world that increments my negative food balance and doesn't seem to react to planetary improvements or techs in a clear purposeful way. I end up with low approval, a growth explosion and negative food production. Nothing seems to stop population growth.
