Can't colonize planets.

Starting Monday, 30 March, GalCiv III won't let me colonize planets.  When the ships launch, I can click on a planet to send them.  When they arrive, they stop and become idle.  The game won't let me click on the planet to have them colonize.  No message of any sort, the game simply doesn't accept the input.

I usually colonize Mars within the first 5 turns.  After that, starting around turn 30 or so, the game won't let me colonize planets.  

Current content build:  4846242

If I validate files through Steam, I get the message: "4 files failed to validate and will be reacquired"

If I validate files using the "Settings" button, I get the message: "1 file failed to validate and will be reacquired"

The "failed" files are not being reacquired.

The problem has persisted through multiple system restarts.

I have reinstalled the game but the problem persists.

Solved.

It requires reinstalling both Steam and GalCiv III.  I did both because checking file integrity from each gave me different answers.

1.  Uninstall GalCiv III

2.  Uninstall Steam

3.  Ensure deletion of folder "Steam" from C:/Program Files (x86)

4.  Ensure deletion of folder "Stardock" from C:/ProgramData

5.  Run a disk cleanup tool and registry cleaner.

6.  Reinstall Steam.

7.  Reinstall GalCiv III

8.  If you start GalCiv III and there are any saved games, you missed some files.
