Low FPS, yet GPU and CPU are below 50% usage

My PC's specs are:
Windows 10 x64
CPU: i5-6600K
GPU: GTX 970
RAM: 16GB @ ~2100 MHz (DDR4)

The FPS in OTC fluctuates between 25-40 for no apparent reason. My CPU and GPU never get past 50% usage, and usually sit at 40-45%.
I can provide stuff like DxDiag and the game logs, but I'm not sure where you'd want to me submit that.

How can I get the game to perform better?

What version of OTC are you using and what settings? I have to say though that RAM speed looks a little slow to me.

The game version is 1.23.35270 from the Epic Game Store.

The RAM speed is indeed a bit slower than average DDR4, but I doubt that's what causing this. Much more taxing games run fine on the system. Besides, OTC doesn't require a lot of RAM at all.

Same thing for me. Low fps in mid/late game while CPU/GPU/RAM loaded not even for a half.
All drivers are up-to-date. No problems with other games.
Game also bought on Epic Game Store

Sorry, been a busy last few weeks as you can imagine. Just poking to see if we're noticing any specific slowdowns on Epic and a future patch.
