The colony is now there with the quest, although it might be a good idea to update the text in the "Objectives" to say Beta Horus VIIIa instead of Beta Horus VIII.
As a side note: I drove to the monument at Ashinara in the Zeta Xiphios system, I was unable to use the 'E'xplore option.
This was reported several weeks ago and the monument still cannot be explored, there is a small "beep" and nothing, no dialogue from the away team.
