AI Lack of Colonization

Has anybody seen this? I am 400 hundred turns in and with the exception of the Yor and the Snathi, no AI civ has expanded beyond their own star cluster. The worst example is the Thalan who only have their homeworld with two excellent star clusters well within their range.

I am playing on Ludicrous with tight clusters, uncommon stars and abundant planets. The only mods I am running are a homebrew that gives me access to all mercs, Expanded Cities and Population EXP 0.75.

I believe this is because of Admins and AI changes.

I will say I haven't seen any that haven't expanded beyond their own system, but their number of planets are greatly reduced and easily to surpass the AI in that regards.

What may help is to break down your own method for how you colonize that kind of map, manage the admins, etc..   The AI has to figure out not just how to colonize every map type, but every mod.  

I know for me, the bigger problem is the AI's lack of planet invasion.  It takes no admin to invade somebody else's planet.

Admin shortage seems to be a big issue for AI, they don't manage it well. On larger maps I'll end up with way more starbases and able to hog key resources and relics because they don't have enough admin to cover their zone.
