Changes not taking effect

I've created copies of the faction def and planet def files so that I could change some of the startup numbers to be more in line with my style of play.  In the past, these changes (starting planet size, starting credits, etc.) took effect as soon as I started the game.  With the latest update, even with changes in both the base game folder and the Crusade folder, the changes do not take effect.  The defaults are still in effect.  Any thoughts?  Yes, I renamed the originals and created "new" ones with the old names.

What a waste of time and effort just to change a few simple settings.  Not all change is good.

The game now uses a set of precompiled bin files for faster loading.  Any deviations from base code now have to be in the mod folders.  This is a fairly common sense thing to do in a highly modifiable environment.  Allowing people to modify actual core files was always a sloppy arrangement, to my experience with managed code.  Too much potential for unplanned and mystifying consequences.  This standardizes the code handling.  Not all change is without reason.

So then how do I get the changes into the game?  I am not experienced at using the mod folders.
