Crusade AI issue: AI not building mining starbase at all - repost

I posted this one in the wrong forum earlier. Just want to be bring the discussion here

Not sure what causes this behavior, but at Turn 71, the top power (a God-like AI) in the game only has 1 mining starbase, and is severely lacking mining resources. All other AIs are all god-like

It has 10 free administrators to use, and plenty un-mined resources in its zone of control.

My guess is that AI will not build starbase until all planets have been colonized. But AI should understand the importance of resource-grab. 

I hope Brad can shed some light on this.

Ai in my games seams to do pretty well at setting up mining bases early. Not as well as me of course, but I have to get constructors out there before the ai nabs them all. They will.

my general setup is a dozen civs in a large galaxy on tight clusters.

looked through the AIStrategyDefs.xml, the AI puts a very low priority on constructors before turn 75, regardless what kind of strategy it is pursuing.

I allways encounter a lot of slyne constructors early on, but those are probably from the pragmatic trait.

Very good point. Low priority compounded with some remaining unsettled planets probably caused it. 

Given that Crusade emphasize resource management a lot, I wish the developers would make TurnStart and TurnEnd scaled with # of habitable planets, inter-habitable-planet distance, and # of players, as opposed to current constant setting.
