Trading is bugged/broken

Playing as United Earth, everybody gives me everything they have (ships, techs, credits), for 0 credits, and they still consider it a gift. 

Playing with all the DLC.

Hm - clarification - It happens only when I modify AI's offer. When I initiate the trade, it does not happen.
