PHC AA

I think there are problems with the way PHC can deal with tier 3 bombers and there are even some bugs involved.

- biggest problem is the t3 AA which is underwhelming to say the least, 4 of those big boys can't shot even a bomber. I can't even dare to compare it with substrate t3 AA splash damage

- the other problem is a bug that allows phc bombers to kill air units with splash

ex: I get 6 bombers incoming and I send all my air to deal with it and the next thing it happens I lose all my air to splash damage? I don't think it's intended.
