Would this cpu run insane with 100 factions well? (+32 gig DDR4)

This is a server processor but could you use it for gaming?

It's too slow.  A 2.2Ghz clock is going to absolutely crush you if you try to play single threaded CPU intensive games.  Sins of a Solar Empire would die horribly by late game, games based on the Clausewitz engine, like Crusader Kings 2, Supreme Commander, CivIV, the list goes on.

 

GC3 would run great, but aside from DX12 games going forward, that's basically it.  You'd probably get more than twice the performance in most CPU intensive games by going with a quad core 4Ghz 6 or 7th gen i7.

What is the clock of the 6900?

 

I had wanted to build using a 6950K but those are not released yet.

I'm guessing after turn 200 or so you'll need something from this list to enjoy 100 factions on insane.

Interesting list!  I have actually worked at a couple of those places!  They didn't have those toys back when I was there, but they had pretty good toys.  Don't think they would let you run GalCiv on their big iron, though.  They were pretty picky about things like that.  ;)
