Diplomatic optimization... wrong and... wrong.

Playing a custom race using the Altarian tech tree, at "Diplomatic optimization" specialty tech, I see "Research Treaty" unlocks "Slave Brokering" which provides some non-research bonus.

Seems like a bug.

Yep I've seen this too, definitely seems out of place like it wasn't meant to be there.
