it is extremely slow, using latest updates and even for my intel hd drivers, i will ask for a refund if its not working well/.

I'd like you to try turning on Show window contents while dragging. You can get there by right clicking "My Computer", selecting Properties, then on the left of the window you should see Advanced System Settings(Win7,8). In the window that pops up, select Advanced, click Settings under Performance and follow along below:

I believe the problem may be underpowered gpu hardware vs screen resolution. Those Surface Pros run very high resolutions, but basically use low end graphics hardware.
