{BUG] Sensor Mastery 1 increases manufacturing cost

Sensor mastery 1 is meant to decrease the cost of sensors. Presently, for at least the Altarans, it actually just increases it by a flat +1 cost. It's line 3864-3871 in Altariantechdefs.xml, and may be present in the other races tech trees.

The Sensor Manufacturing bonus is working as intended.   For example, the Altarian Survey Ship starts with a sensor cost of 34.  If you get the Sensor manufacturing tech, the sensor cost goes down to 30.4.

I meant sensor mastery, as in the thread title. Doh :P Edited. At least I got the xml reference correct.
