1.1 - Planetary Defense Calculations are off

Has anyone noticed this?  The tooltip shows all of the bonuses perfectly.  I'm getting 82.5% in the total, where I show have 85%.  27.5% where I should have 35%.  etc.

 

Its got nothing to do with approval, I'm 100% on these worlds, and it should only affect resistance (which it does correctly, still).

 

Lol, I'm trying a pure influence game.  I havent built any ships other than colony ships (well, ok, I finally figured I needed sensor boats when EVERYONE declared war on me, and I was positioned in the middle of the map).  With sensor boats, hopefully I'll be able to rotate my few precious Elurium Shields around, as I'll see the invasions coming.

If anyone can chime in to say they've seen this, please pipe in.  I saw incorrect calculations throughout my entire game on all planets.  further, planets I flipped, I saw even more dubious errors.  And to top it off, above 135%, I saw the game incorrect add and give a HIGHER amount.

 

I'm starting to suspect that the this 'might' have been design intent, to try to cap it at 100%, but rather than change techs, changed in 'how they add'....however missing the mark and putting it at 135% inccorectly (perhaps didnt take Elurium shields into consideration or forgot about government techs which give defense), where of course at point the algorithm fails and gives bonus defense instead of a silent malus, once above 135%.
