Quick Start question

When I hit "Quick Start" to begin a game with the same settings as the last one, does EVERYTHING stay exactly the same? Specifically, when I set some AI factions at beginner, some at Normal, some at Gifted to give my galaxy some variety...do they stay that way each time? I'm not sure, because when I choose "New Game," everything is the same EXCEPT the levels of the AI factions. They all revert to beginner. Anyone notice this? Any suggestions?

Can anyone answer this? My game is set at "Normal." I set a few factions at "Beginner," and a few at "Gifted." If I don't like the game, and I hit the "Quick Start" key, am I keeping these variances, or is everyone set at "Normal?"
