Ideology: Malevolent -> Motivation -> Intimidating | Can't spend my 15 points?

So I got the above Ideology thingee. I built the intimidating center, and its supposedly given me fifteen malevolent ideology points to spend, however none of hte blips are unlocked, the unlock button is greyed out, and I don't know if each blip requires me to gain a certain amount of malevolent points, or if this particular functionality is not working? I'm playing as the Yor btw.

no that's the cost of the ideology, if it says "15 Points" that is how much it costs to buy it. The buildings give 0.1 per turn

If you mouse over any of the ideology options it should tell you how much it costs 

if you mose over the top bar " malevolent" it should tell you how many points you have

Thank you. :) After about 20 more turns in the game I was suddenly able to buy a perk. :D
