Difference between ai level?

Looking at the GalCiv3AIDefs.xml file I see that the only ai that plays with the same rules as human is the normal ai. So I was wondering if the difference between different ai levels is only the amount of cheat or penalty they get to growth production cost etc.. ?

Since I m not really interested in playing against opponent that plays with different rules but still would love to play against an ai that could beat me, if the higher difficulty ai do also get better strategy/management would it be possible to also add different level of more difficult ai but without artificial boost so we can choose play with better ai that still play with the same rules as human players?

It would also be great for new players to indicate what different levels of ai get by hovering the mouse over them or something since I doubt most player will bother to read the xml files to learn about that.

Absolutely agreed.

It would also be useful to get tooltips for some Options Menu items such as lean maps, Gel UI, Camera snapback, Enable edge scroll, Clip cursor, Quick move, and so on. I would like to know what all these options do.

once again, the AI cheats on higher difficulty level in Galciv3. It seems to regress to Galciv 1 type of AI instead of Galciv 2. They know all the habitable planets on the map on start without exploration for example. I won my games on Beta higher difficulty when it was too easy. Now it is too artificially hard on Tough.
