Steam requests accessibility access in OS X

When I start OTC, Steam always pops up this dialog box saying it needs game overlay access even though it already has rights in the system prefs. I can click 'ok' and continue normally, but it's a minor annoyance. Trying to add the Offworld Trading Company.app itself doesn't work; when I try to add it to the list in the prefs panel it doesn't appear. Other Steam games that use the overlay don't have this problem.

This one is actually an issue with all Steam games on OS X Maverick and Yosemite since Valve’s last Mac update. I was getting it whenever I launched TF2. One trick that fixes it for some people is:

Quit Steam,
Disable Steam’s access in System Preferences >> Security and Privacy >> Privacy >> Accessibility
Restart the computer
Run the game and it should prompt about Steam access, reenable Steam’s access
Quit Steam again
Rerun the game

Beyond that there are Terminal commands people can run to flush Steam from the Accessibility preferences, but I wouldn’t start there. After doing those first steps, I personally haven’t seen the pop-up message.

This worked for me on my home MacBook, so it looks like Joel's actually correct! Who knew?!

Hmm...didn't seem to work for me, but since it's a larger Steam issue I'll investigate it from that angle. Thanks!
