Auto-Improvement Upgrades

Does the game automatically upgrade any planet improvements before giving you an "idle colony" prompt? Is that a feature or a bug? Is there any way I can get it to stop doing that?

Auto-improve is a feature, not a bug. It can be disabled on a planet-by-planet basis through the Govern Planet screen just above "rename planet."
