Starbase question

I tried to play before on the last alpha patch and the game was just not fun yet for me. I know in time this game will suck the life out of me like gal civ 2 does. I have been trying to play for the last week and I just am unable to figure out how to get a military starbase in the latest alpha. In the version before I just picked military ring with the 2nd constructor. Now I only get culture and economic, later with some tech I can get mining. I also learn weapon techs and I am unable upgrade those like I remember in the last alpha. What am I doing wrong? I am a heavy starbase player in gal civ 2 and it is just driving me nuts not being able to set up my neutral zone with military starbases.

You need to research the tech Fortification in order to unlock the Military Ring module. It's right after Planetary Invasion.

Did you miss the big pop up disclaimer saying that the game is definitely not fun yet...?
