Like if I create a tech that calls for Morale +0.1%. Will it work by itself, or can I make ten of those to get 1%?
No, it can't. Bonuses and penalties provided by techs, planetary improvements, etc., need to be full numbers (either positive or negative). If you use a decimal value, the game will simply ignore it.
Even if it did work, it would do you no good. In most cases, the game rounds fractions down. For example, a value of 0.9 will be treated as 0.
