Forge of the Overlord! -9

Other factions get really upset when you build, or are able to build the Forge of the Overlord.  This is understandable.  Unless Spell of Making is not a winning condition.  I think the diplomatic penalty for building it should be less, or non existent, if winning by Spell of Making is turned off.

I agree, but why build it at all with that option disabled?

From what I remember, it doesn't grant any bonuses.

It gives +1 earth and fire power (i.e. shards), so it's still very much worth building even if Spell of Making is not a victory condition.  And I agree it doesn't make sense for everyone to fear/hate you for building it if the magic victory is disabled.
