For example - potential in general.

potential 1 means +15% exp

while potential 2 +20% (AFAIK).

So taking 2 of them I'll have +35% (15+20) or just last one?

AS I understand it, they all stack, so it would mean 35%.  But, I haven't actually looked at the numbers closely myself.

And is 'scholar' sovereign's talent affect whole kingdom/empire? Or only just city he stayed in?

A mathematician would tell you that the stacked increase is 38%

End of FuzzyGold's quote

Does the game calculate it that way?  I know what you are saying +15% of 120% giving an additional 3%, but does the game actually do the math that way?

The game calculates in the counter-intuitive manner of 15+20+25 (60%).  When you have Potential III, it tells you that you just have Potential III, and you are getting 25%, however, if you were to gain 100 XP from something, you would gain an additional 60 XP on top of it.

Contrary to FuzzyGold's math, what it means when they stack is that you add the percentile bonuses together before applying them.  The way they are presented, you would think that they don't stack, but they do.  I used to assume that they didn't stack until someone said that they did, so I went into the game and tested it, and sure enough, they do stack.

To be fair, they would be pretty terrible if they didn't stack.  That is a lot of wasted talents as is when you rarely get a very high level anyway.
