AI Aggression Setting

A setting to tweak each AI's level of aggressiveness would be very nice.  Right now, it seems that all factions are created equal and their success depends mostly on their starting position.  It doesn't seem like AI difficulty actually impacts how aggressive they are, it just impacts how smart they play.

Same thing goes for Monster AI, I'd like to see a game where monsters are ravaging hordes, attacking settlements and units much more often then they currently do.

I've noticed that AI sovereigns with the Aggressive trait are strongly inclined to spread out quickly, make demands of others, and declare war even when facing a superior force.
