Give Ogrov torpedoes hull points, to make it possible to shoot them down mid-flight with fighters and flak (yes, just like bombs in FreeSpace).
Since it would effectively nerf them, increase the damage a bit to compensate.

I like the idea to have the torpedos shootable... but I am not sure if the engine is capable of that.

And anyways, you can do it.. Sort of.. You have to do it via SC, but it can be done.
What problem are you trying to solve by doing this? Why should they be changed in this way?

It is odd actually. But there is not a snowball's chance in hell that the devs will implement PDS in Sins. Perhaps Sins2. A mod maybe?
Dedicated missile boats, yes. You can do that. The problem is that on ships which would ordinarily carry normal SC and have rockets, you can't do that. The only way to have them in the game now and have them work remotely correctly is to use SC on missile boats and just say that the missiles in capital ships are capable of evasive maneuvers or something.
I suppose you could use frigates instead, but whichever system you used would be ridiculous if you wanted to FF anything.

they flew all over the screen and did absolutely nothing
