Protection of the Unity

Could someone explain me what exactly doing improvement  in Advent Rebel: Protection of the Unity ?

It just increases the shield regeneration of your ships.

IIRC, it only buffs it when you're in your own culture.  I could be mistaken though.

Inside of the .entity file for Protection of the unity, it says that each time it is researched, the modifier CultureShieldRegenAmount is increased by .3333... each time. I would suspect that one needs to be in your own culture, though I am not certain about friendly/ally culture.
