.61 bug (maybe?)

After creating a fleet around my titan, I designated the fleet #1, (ctrl #1) with my titan as the flagship.  After managing my empire for a while I hit #1, and the ship that it took me to was in the same fleet, but it was not my flagship (titan).  My titan did have the fleet symbol above it.  I experimented a little with this and every time I hit #1 it would take me to a different ship in the fleet.  Not sure it it would sometimes take my to the same type of ship but a different individual ship.  I don't know if this is a glitch or just something that I did wrong.
