There should be a mode where you can take any ship you want and make them fight other ships that you choose.

Gift said ship to AI, declare war and then attack the ship.
With save and reload, you can rinse and repeat till your hearts content.

  I believe that the most powerful ship of a fleet gets targeted first,  and in TOA there seems to be (from what I have read in forum posts) some kind of modules which makes that ship be the first target.

  It's not too bad,  the AI also can't choose...
