Laboratory Conversion Ability

So I was working on a new faction I am making earlier, and came up with an idea that I thought would be pretty cool for them.  I had the idea of making them have a single kind of orbital laboratory that could (via ability) convert from a combat lab to a civilian lab, and vice versa.  Only one functionality could be active at any one time, and there would be a minor cooldown on the ability.  Does anyone have an idea on how I could do this, or even if it is possible?  I had a look at the Advent trade port's resource focus ability, but that seems to affect its trade ships, not the port itself...

only problem is if you build 8, set 4/4 split, then after getting tier 4 in each civilian/military set, will you lose abilities/bonuses/ship access when you set either all to civilian or military?

thats true...it would be a great strategic factor...my main strategy is to make a peace treaty with someone, then position my forces strategically at the biggest research cennters, break the treaty and then rape them endlessly.

It isn't possible, directly that is. It would be possible to have a control center (starting module which can't be build) that makes you swich between activating one kind of laboratories and disable the other kind. The problem is you can't make it do it at once for all structures (unless the player targets all the planets himself) and it will still require the player to build both kind of laboratories.

Yeah, see that's the problem.  In response to SemazRalan, yes, I designed the idea so that if you had 4 combat mode labs and a level 4 combat tech researched, then decided you really needed another civilian lab and converted, you WOULD lose the use of the level 4 tech until you had 4 military labs again.  @ Gruntmaster, I dont want you to do it all at once, I'd like it to be like the Advent trading center, you have to tell the labs which one you want to be which.  What do you mean I would still have to build both kinds of labs for this to work (kind of defeats the purpose of a dual-purpose research center)

Plain and simply there isn't one entity type of modules, but different entity types depending on its "role". Military labs is one entity type, and civilian labs are another entity type. You can't change one entity to another, though it could be done so one entity is disabled while the other is working (by giving each entity a unique buff for that entity type).
