Infromation windows not showing up

Hi I have just started playing this game again on my new windows 7 32 bit and have noticed that when i hover my mouse over anything (unit abilities, upgrades ect) no little window pops up and describes what im hovering over. Anyone know a solution to this problem? Or is it just windows 7. Im running the game in compatability mode for XP and running as admin.

Check your settings in game, I believe you can shut off the tooltips some how and maybe your settings have them off.
