Production question

How is the base production capability of a planet determined? That is, without any of the race, senate, or improvement bonuses, how is the production calculated? Is it planet quality, population, or what? Can this number (and/or the max with bonuses) be viewed anywhere in game? I seem to remember at some point that it was calculated based on PQ, and then modified for the various other factors.

I thought it was PQ, Population, and Morale... PQ modified by Population sounds plausible but i thoguht it was more than just that... I could be wrong though, its happened before

I think Morale only affects population growth and whether or not you win elections... oh, and if it's low enough the planet can revolt, and I think it has something to do with the "saving throw" against cultural influence.
