Changing Flagships

Well, forgive me if this has been asked in some way before, but a quick search didn't reveal anything.  So...

I've noticed that the AI is able to switch what ship is their flagship when the previous flagship is destroyed.  Is it possible to do this manually?  And how does this work, if so?

It happens automatically, your next highest level capital becomes the flagship. Being the flagship doesn't actually do anything, just indicates your highest level capital in normal cases.

The "Flagship" designation can only be assigned to one capital - if you have two (or more) that are both the highest leveled capitals in your fleet, neither will get the designation.

Are you sure?

My first captial ship is (almost) always the flagship, even when all my capships are at level 10. I've never had a fleet without a flagship. The designation seems to go to the ship with the highest experience value.
