[SUG] Culture Additions in the Next Expansion

I wasn't exactly sure where to put this, so I thought general was good.

 

The Problem:

Winning purely by culture is fairly easy to do with the new expansion's added culture research and starbase culture, but the problem with it is it's very, very boring. I've won a game by culture once, and only once due to the lackluster feel of winning that way. It took 4 planets to take out an entire system by culture with the Deliverance Engines and Temples of Communion that the Advent have.

 

What to do about it:

Make it FUN to win by culture. The only viability at this point to win in this way is playing Online with a friend, while he sieges the planets, you culture take the rest. Still, it's not much fun sitting back on your planet in a safety net. I propose with the next expansion(s), adding more culture research that adds the "Your planet didn't go peacefully, and instead a lot of people were killed in the process" feel of Sins. Who honestly enjoys seeing the notice pop up "Another planet has broken under your influence"? It's not fun.

Ideas (to be updated with feedback):

If a planet is influenced by your culture, but has culture-blocking things like ToCs/Capital Ships/Starbases with add-ons, have a late-game research/artifact that causes those entities to slowly lose health under your culture, and have them go "offline" and eventually explode. -Me

Add an achievement for winning by not building any ships, and winning by culture.

I started it off with two. Comments/questions/concerns? Who agrees here?

TL;DR Culture is really boring and has almost no stimulating gameplay when winning with it.

The achievement to win solely by culture? Impossible. Ships are required to acquire other planets in order to get enough space to research culture techs, let alone build the culture centres themselves.

Culture is not meant to be a method of achieving victory, it is meant to give military advantages to defenders and those who took the time to spread their culture to enemy planets. That is why it doesn't flip planets, because otherwise the main point of Sins (the conquering of system) through fleets is negated. Why take all that time to set up a choke point when the enemy doesn't even have to go near it to beat it?

It doesn't give too much of an advantage as it is. Sure, you may sack a planet or two if you're focusing on taking them out with a military, but the money spent and time waited doing so could've been used on building more ships and attacking earlier.

By that I meant not taking out any planets using ships. Sure, you could build a defensive fleet and a few colonizers, but no direct attacking of a planet.

From what I remember TEC get a 15% bonus to antimatter, Advent get 15% to shield restore and Vasari get a 15% bonus to DPS... They're pretty good in my eyes, especially the TEC one. Defensive wars are ten times easier in your own culture. Then there's the allegiance bonuses you get, which makes culture an important part of the game no matter the military benefit.
