GalCiv II: Ultimate Edition Crashing

so, my computer keeps crashing while playing GalCiv II, so I uninstall it, and install GalCiv2: Ultimate Edition. Same problem. The game locks up at the research screen. As such, I'm not seeing a debug file in my GalCiv2 Directory.

Anyone have any ideas what's wrong?
