TEC Repair Platform???

Where is it in the Tech tree for Entrenchment? I do not see it in the new defence tree anywhere or where it use to be. I have gone through every icon in the trees (that I can tell) and see nothing that resembles what grants me access to the Repair Platform... This is really annoying.
