Is there anyway to modify a race of choice in Galciv?

If a ship is modified (say the battle crusier) does every other civ gets that same modification

If you modify the ship definition, then all the civs will have the modified ship. If you research a tech which increases your weapons ability, only your battlecruisers will have that increase.
