Rally Points

How do I create a Rally Point.  I've read and read the manual, there is no mention of how to "create one" just mention of them that they can be used.  Apparently, there are suppose to be 2 types of rally points.  One that planets use to send newly created ships to, and one that existing ships can be assigned to go to.  the "t" keyboard shortcut brings up a window to view a list of created rally point.  Mine just says "none' and "home"  The manual says there is a keyboard shortcut "x" that is supposed to bring up something about rally points but when I press "x" it just toggles me through all my planets.  So the question remains, HOW do I create a rally point, and how do I tell my planets to send newly created ships to that rally point?  I am using v1.2.  I can not find anywhere to download the 1.53 update but stardock, and impulse will not validate my game.  It appearse in my impulse account along with my sn#'s but says invalid.  It is a legitimate store bought copy with the 28# code on the back of the jewl case, and properly entered and does not start with GNC and does not have any -'s in it.  But it will not register.  I have sent the support email and have an open ticket but have never recieved a reply from them either in email or on the ticket.  Is there a phone # I can call to get this fixed?
